    The New Ukrainian Tax Code

    Ukraine's Parliament Repeals Tax on
    Foreign Currency Transactions

    Ukraine’s parliament abolished a tax on foreign currency transactions, meeting one of the International Monetary Fund’s requirements for the country’s $15.2 billion loan program.

    The legislation, which scraps a 0.5 percent duty on buying or selling foreign currencies through financial institutions, was backed by 248 lawmakers in the 450-seat legislature. The tax, introduced in 1998 to raise funds for the country’s pension fund, restrained foreign investment, according to the central bank.  Ukraine was forced to turn to the IMF for a bailout after the global financial crisis undermined economic growth and weakened the currency. The Washington-based lender approved the loan in July, the second since late 2008, and has disbursed $3.4 billion so far

    Although as a rule the U.S. Government does not comment on the specifics of individual cases, we have raised with the Ukrainian government our concern that while corruption should be pursued, prosecution should not be selective or politically motivated.

    In that context, we also raised our concern that when, with few exceptions, the only senior officials being targeted are connected with the previous government, it gives the appearance of selective prosecution of political opponents.

    Незважаючи на те, що уряд США, як правило, не коментує конкретики окремих справ, ми висловили українському уряду наше занепокоєння: з корупцію потрібно боротися, але переслідування правоохоронними органами не має бути вибірковим або політично вмотивованим.

    У цьому контексті ми також висловили свою стурбованість тим, що коли переслідують , за маленькими винятками, лише тих високопосадовців, які пов’язані з попереднім урядом, це виглядає як вибіркове переслідування політичних опонентів.

    Stockholm tribunal obliges Russia to pay $3.5 mln to Yukos minority shareholder

    The Stockholm arbitration tribunal has found Russia liable for expropriating the investment of a minority shareholder of the now defunct oil giant Yukos and obliged it to pay $3.5 million in compensation, the Investment Arbitration Reporter website said on Thursday [Dec 23 2010].
